The pied de terre tax actually is really genius the more you think about it. At first it seems so awfully specific, until you realize that it's closing a massive loophole in the pre-existing tax code. There's already a massive system of people who time out precisely how long they can afford to live in the city before they pay city tax, the pied de terre is basically being like "ok look, take your pick, either live in the city, or pay a wealth tax, or sell your home to someone who will.
