In last 10 years, I met 100+ Panchayat to district level officers. I don't remember If I met any honest men/women officers who is not corrupt. (Women are equally corrupt). Even President award winner IAS officer was highly corrupt in one case. They seek money even for talking nicely and politely. I found a strong nexus between local MLA (who is a Deputy CM as well) and officers. All officiers in my district is obedient to them. They throw the ball to one another if you contact with any of them for a legal legitimate work. There is zero chance you getting even a small village road contract if you are not minister's family/close party worker. I now understand meaning of Karyakarta now. Generally some local goons who suport the party to run their illegal business, or a small/medium contractor, or a person who has their own political ambitions even at low level like pradhan. Non of them is literally a party worker and only connected for some kind of benefit. Even in covid, 90% of money went to the pockets of officers and Minister only. I lost hope in this system now.번역 보기
