Once we gained control of Washington’s left hand, I was able to place a handcuff on the left wrist, then we attempted to gain control of Washington’s left hand, which was now tucked under the right side of his head and tensed up as he lay on his right side. Officer Liles was able to force Washington into a face-down position again so that I could turn Washington’s right arm and place it behind his back and get him fully handcuffed.
