The Preliminary Injunction ORDER of Judge Talwani reports at page 42 that it would take "less than a minute" to register each ballot envelope's barcode with a state official in attendance at a postal facility. California will mail 23 million ballots this year and if you give a generous 40 seconds per ballot it would take 255,555 hours for an election official and a USPS worker to record all of the unique barcodes. Even with 197 state officials present at the 197 high volume postal facilities in Ca., it would take 162 working days to upload the barcodes as required by the USPS Rule, which is a total impossibility to effectuate between the primaries and election day for any election, much less this midterm election.번역 보기
