I’m a lawyer, and don’t see how JP Smith read the bylaw how he does. While subsection (1) is subject to sections 4(1) and 5(1) - which deal with excess animals and breeding - subsection 2(3) is not subject to these provisions and states, “A person that keeps a dog that is older than 6 months must apply to the City for a permit in respect of every dog”. The bylaw does not say what JP Smith says it does. If what he is saying is the intention, it must be rewritten.번역 보기
